What is produce freight?

A living cargo on a dying clock.

Every other freight gets cheaper to fix the longer you wait. Produce only gets worse — it respires, ripens and loses value by the hour.

The rule of the desk

Standard reefer is good enough for most freight. Produce is not most freight — it gets its own desk, its own protocols, and its own phone line that answers at 4 a.m.

Produce freight is the refrigerated transportation of fresh fruits, vegetables and floral — living, respiring cargo moved under commodity-specific temperature, humidity and ethylene protocols, on schedules set by harvest rather than by the shipper. It is the most demanding segment of reefer trucking: pickup windows at grower docks are measured in hours, not days; the proof of condition is pulp temperature, not air temperature; the commercial side is governed by PACA, a federal statute with its own trust and licensing regime; and roughly 60% of the fresh produce Americans eat in winter arrives by truck across the Mexico border, adding USDA inspection and carrier transfer to the middle of the cold chain.

That combination — biological cargo, federal regulation, border logistics and brutal seasonality — is why produce is brokered by specialists. Why produce is harder than standard reefer

Three reasons. The cargo is alive:fruits and vegetables keep respiring after harvest, generating heat and ripening gases; the wrong set-point or the wrong trailer-mate can cost a load its shelf life without the temperature ever “failing.” The schedule belongs to the harvest: grower docks load when the field crews and pre-coolers finish, which compresses pickups into tight morning windows, stacks multi-grower pickups onto single loads, and punishes a late truck with a missed day. The market swings violently: when the Salinas salad deal transitions to Yuma, or the Mexican avocado flush hits before the Super Bowl, demand for reefers in one region can double rates in a week. Brokering produce well means anticipating all three — equipment, timing and season — before the rate is ever quoted.

Pulp temperature vs air temperature

The single most important number in produce trucking is one most carriers never measure. Air temperatureis what the trailer’s return-air sensor reports — the atmosphere around the pallets. Pulp temperatureis the internal temperature of the product itself, taken with a calibrated probe pushed into the fruit. A reefer unit can hold 34°F air around field-warm berries all the way across the country while the fruit cooks in its own respiration heat — because a trailer is built to holdtemperature, not to remove field heat from 40,000 lb of cargo. PACA, USDA and what they mean for your load

Produce is the only freight with its own federal commercial statute. The Perishable Agricultural Commodities Act (PACA)licenses produce dealers and brokers, imposes fair-trading rules, and creates a statutory trust over produce sale proceeds so growers get paid even through a buyer’s bankruptcy — the practical licensing threshold for retailers and wholesalers is $230,000 in annual produce purchases. On the quality side, USDA inspection works at two points: APHIS pest-and-disease inspection at the border for imported produce, and Specialty Crops Inspection grading at shipping point or destination, whose certificates are the deciding evidence in most PACA condition disputes. Canada-bound loads layer CFIAimport requirements on top. A produce broker who can’t speak this language fluently isn’t a produce broker — it’s a reefer broker with a vegetable problem.

Producers vs sensitives

Ethylene producers (apples, bananas, tomatoes, avocados) never share a box with ethylene-sensitive cargo (leafy greens, berries, floral). Our desk checks compatibility on every multi-pickup load — temperature compatibility alone is not enough.

Chill injury is real

Colder is not safer. Tomatoes below ~50°F go mealy; bananas below 56°F turn grey and never ripen. Set-points come from the commodity, not from a habit of dialing everything to 34.

Airflow & humidity

Produce rides in continuous mode with high humidity (85–95% for most commodities) and air-chute trailers preferred, so cold air moves through the load — not just around it.

Mexico cross-border produce desk

crosses one border. We cross it daily.

From November to April, the avocados, tomatoes, berries, peppers and limes on US shelves are overwhelmingly Mexico-grown — and nearly all of it moves by truck through a handful of Texas and California ports of entry. Cross-border produce adds three things a domestic load never sees: a carrier transfer (Mexican carriers rarely run deep into the US, so the load changes trucks or drivers at the border), USDA APHIS inspection for pests and disease, and COOL country-of-origin labeling checks on every carton before the load runs north.

The transfer itself is where cold chains die. A nose-to-nose transfer moves pallets directly from the Mexican trailer into a pre-cooled US trailer at a border dock — slower, but the product is inspected, counted and re-probed in the process. A drop-and-hook (trailer interchange) keeps the product sealed in the same box while a US tractor takes the trailer — faster and one less door-opening, when the equipment and interchange agreements allow it. Our desk chooses per load, books the US-side reefer before the Mexican linehaul departs, and keeps the pulp-temp record unbroken through the handoff.

Pulp temperature is the internal temperature of the produce itself, measured by inserting a calibrated probe into the fruit or vegetable — versus air temperature, which is only the atmosphere around the pallets. Air temp lies: load field-warm strawberries into a perfectly pre-cooled trailer and the return-air sensor reads 34°F within minutes while the berries sit at 50°F, because a trailer refrigeration unit holds temperature — it cannot pull field heat out of 40,000 lb of fruit in transit. Do I need a PACA license to ship produce?
If you buy or sell wholesale quantities of fresh or frozen fruits and vegetables in interstate commerce, probably yes. The Perishable Agricultural Commodities Act (PACA) requires a USDA-issued license for dealers, brokers and commission merchants — retailers and grocery wholesalers come under it once their produce purchases exceed $230,000 per year. PACA also creates a statutory trust over produce proceeds, which is why payment terms and trust-preservation language on produce invoices are not boilerplate. How is produce trucking priced compared to standard reefer?
Expect 10–25% above standard reefer on the same lane — and materially more in peak windows. The premium pays for what produce demands: tight grower-dock appointments that burn driver hours, pulp-temp verification at both ends, multi-stop grower pickups, and seasonal demand spikes that empty entire markets of reefers. During the California strawberry peak (Apr–Jun) or the Mexico avocado peak (Jan–Mar), rates on key lanes can double. We quote the season honestly up front instead of letting a cheap rate fall through on dispatch day.
What are the best lanes for Mexico-origin produce?
Four crossings carry the overwhelming majority of Mexico’s northbound produce. Laredo, TX is the giant — more than 40–50% of Mexico–US produce by truck volume. Pharr, TX is the avocado, lime and tropical-fruit specialist out of Michoacán and Veracruz. McAllen, TX handles Tamaulipas and central-Mexico vegetables, and Otay Mesa, CA moves Baja-grown tomatoes, berries and greens into the western US. Each crossing has its own commodity mix, seasonal rhythm and Mexican-carrier pool — which is why our produce desk prices and staffs them separately.
What happens if produce arrives warm?
It gets documented before it gets argued about. The receiver’s pulp-temp check is annotated on the POD, the load is photographed, and a claim is filed — under Carmack, within 9 months. Because every Qeep produce load travels with pulp-temp verification at both ends plus a continuous in-transit air-temp log, the root cause is usually obvious from the data: warm-loaded at origin (the grower’s problem, caught at pickup), a reefer failure in transit (the carrier’s insurance pays), or a receiving delay at destination. How do USDA and CFIA inspections affect my produce shipment?
At the Mexico border, USDA APHIS inspects northbound produce for pests and disease — most loads clear in hours, but a random or targeted inspection can add 4–24 hours, which is why our cross-border schedules carry buffer and why detention terms are agreed before dispatch. Separately, USDA’s Specialty Crops Inspection program grades quality and condition at shipping point or destination, and an inspection certificate is the standard evidence in any PACA dispute. Canada-bound loads add CFIA requirements — import declarations, Safe Food for Canadians licensing on the receiving side, and commodity-specific phytosanitary rules.
